According to the BKWSU, one who knows the three aspects of time - past, present and future - through realization and a firm grasp of the knowledge of the world cycle.
Normally an epithet given to a sage, or someone like Lord Krishna, who actually has the power or gift to see into the future, in the BKWSU it is used figurative for someone that know the BK philosophy of the Cycle.
